日本國土交通大臣齊藤鐵夫表示，批准大阪開發IR的審查委員會，對投標團隊圍繞會展設施和促進當地經濟的提議感到「積極」滿意。他還表示，希望由米高梅國際酒店集團和當地合作夥伴歐力士牽頭的財團開發的 IR 將成為日本進一步向世界推銷日本的旅遊基地。
齊藤鐵夫的講話是在周五早上大阪成功競標的消息發布後不久發布。內容顯示米高梅財團根據審查委員會的標準從可能的 1,000 分中獲得了 657.9 分。 600分或以上被視為及格。
「審查委員會在大約一年的時間裡進行了徹底和仔細的審查。」齊藤說。
「委員積極評估和批准的因素之一，是包括該IR將成為日本最大的會議設施和促進經濟連鎖反應。我們希望它能成為向世界傳播日本魅力的旅遊據點。」
「經營賭場部分業務需要賭場牌照，這將需要確認有足夠的措施來預防和打擊 賭博成癮。我相信賭場管理委員會將繼續考慮這些因素。從國土交通省的角度來看，大阪的計劃包括與相關設施的整合，以確保有效的成癮對策，我們會繼續監測開發進度。」
專家委員會審查了涵蓋 25 個項目的廣泛發展計劃，大阪投標在其開展 IR 業務運營的能力 (37.9/50) 和對當地經濟的影響 (37.1/50) 等項目上得分很高。根據發展規劃，IR建設期間將創造11.6萬個就業崗位，運營期間將創造9.3萬個就業崗位。
總體設施規模 (8.6/10) 和 MICE 設施規模 (15.7/20) 得分也很高，儘管與項目設計和社區關係工作相關的分數參差不齊。
由米高梅牽頭的財團現在將敲定有關 IR 開發和開放時間表的細節，然後再簽署一項在施工工作開始之前的實施協議。
關於來自長崎和奧地利賭場的日本唯一其他 IR 投標的進展情況，齊藤鐵夫說，「我們將進行仔細和徹底的審查，而不會為審查委員會設定最後期限。」
